上海垃圾分類難壞眾人，分類垃圾勢在必行

       垃圾分類處理一直以來都沒有得到足夠的重視，自上海市推行垃圾分類投放條例以來，其重視程度又重新回歸人們的視野，《上海市生活垃圾管理條例》正式實施，上海居民將迎來史上最嚴垃圾分類措施。根據《條例》，對沒有將生活垃圾分類投放的個人可處以50至200元的罰款。這個《條例》之所以引人注目，在于其標志性意義：在進行20多年倡導工作后，上海率先將垃圾分類納入法治框架。
        那么垃圾分類處理的社會層面的意義又在何處呢？條例要求將濕垃圾分開投放，是為了采取生化處理、產沼、堆肥等方式進行資源化利用或者無害化處置，所以對濕垃圾投放要盡量精準投放。而對干垃圾，主要采取焚燒的方式進行無害化處置，因此條例希望市民盡可能地將可回收物區分出來，進行資源化利用。對個別類型的垃圾，如果在濕垃圾、干垃圾、可回收物之間難以清晰界定的，可以作為干垃圾投放。
